Higher Education Department (HED) Government of Punjab has questioned the unlawful appointment of Treasurer at the University of Sargodha (UoS) by Acting Vice Chancellor Dr Saleem Mazhar, also termed the appointment violating UOS Ordinance.
According to documents available with Academia Magazine, Section Officer (SO) Universities Zaheer Ahmad wrote a letter to Vice Chancellor UoS seeking an answer on “Unlawful grant of look after charge of the post of treasurer, UoS in violation of Section 15 of University of Sargodha Ordinance 2002”. It was demanded that the rules and regulations were not observed while giving a temporary charge on the retirement of the permanent treasurer in the university.
The letter further states, “From a plain reading of Section 15 of the University of Sargodha Ordinance, 2002, it is abundantly clear that the Competent Authority to appoint Treasurer, University of Sargodha is Governor/Chancellor, on the terms and conditions, as he may determine. Therefore, no one else, but the Governor/ Chancellor is the Competent Authority to assign additional/ look after charge of the post of Treasurer, in case the post becomes vacant.”
The letter also reads, “The action of the Vice Chancellor, under Section 13(4) (vi) of the Ordinance ibid, to assign look after charge of the post of Treasurer, UoS is not sustainable with the meanings of Section 15 of the Ordinance ibid, which is the substantive provision of the University law to govern the appointment and determine the terms and conditions of the post of Treasurer.”
The SO in the letter also directed VC to immediately withdraw the look-after charge. He wrote, “I am directed to request you to immediately withdraw the look after charge of the post of Treasurer UoS assigned to Prof Dr Maqsood Sarwar Awan, Chairman Department of Economics vide notification dated 06.06.2022. Since the Governor/Chancellor has been pleased to observe that no further extension of the additional charge of the post of Treasurer in terms of Section 15 of the Ordinance ibid will further be granted, therefore you are requested to expedite the process of appointment of a regular incumbent on the post of treasurer”.
