PMS Exam in Pakistan General Information

What is PMS exam in Pakistan?

PMS stands for Provincial Management Service. It is a quite tough and competitive exam that the provincial governments of Pakistan hold through it commissions, which are the Punjab Public Service Commission (PPSC), Balochistan Public Service Commission (BPSC), Azad Jammu & Kashmir Public Service Commission (AJKPSC), Sindh Public Service Commission (SPSC), and Khyber Pakhtunkhwa Public Service Commission (KPPSC).

Candidates appearing for the exam must clear the written as well as Psychology test and an interview. The candidate who successfully passes their exams is then offered government jobs as first-class officers (Grade 17). The person who clears these exams is known as a PMS officer.

PMS is one of the government services that came into existence in 2017 in the province of Punjab. The main reason for establishing PMS was to improve the service structure of bureaucracy in the provinces.

What is the difference between PMS and PCS?

While PMS stands for Provincial Management Services and PCS stands for Provincial Civil Service, there is not much difference because PCS services have been merged into PMS services. Just like PMS officers, PCS officers are appointed through a competitive exam by the Public Service Commission. Those that secure higher merit opts as PCS-Executives, and the rest join Secretariat Services.

PMS exam criteria and the age limit?

The PMS exam combines written tests of 1200 marks and an interview of 200 marks. The criteria are like:

  • Candidates must take compulsory and optional subjects from the PMS syllabus defined by the PPSC.
  • Negative marking is also conducted. 0.25 for every wrong answer in the objective paper, MCQs of general knowledge.
  • Non-Muslim candidates can take Islamic Studies or Ethics, which is a combination of both subjective and objective.

As for the age limit, according to the latest PPSC advertisement number 12, the age relaxation would be from 21 years to 30 years. Whereas a maximum of 10 years of relaxation in the upper age limit shall be allowed for a special person.

Can I do PMS after completing BA?

Students wishing to go for PMS exams must have a graduation degree with at least a second division in any discipline that too from a recognized university. The candidates must obtain 40% marks in each paper and 50% marks in the aggregate, which is 600 marks, to qualify for the interview. Thus, the candidate must also secure at least 50% marks in the interview to be eligible for the final merit list of successful candidates.

How to apply for PMS exams?

The PPSC has announced at least 50 jobs; the advertisement is available on their official website for those who wish to apply for these exams. These exams are held at Multan, Lahore, Rawalpindi, D.G. Is PMS easier than CSS?

Many people think that PMS is easier than CSS. While both are the most prestigious and offer promising careers for the youth of Pakistan. The fact remains that CSS exams are held every year, and the CSS officers get a quick promotion; on the other hand, PMS exams are conducted randomly, and the promotion level is a bit slower. There are fewer subjects to prepare in PMS, but for CSS, it is the opposite. CSS is on a much tougher scale as compared to PMS as you will get to compete with many candidates when going for CSS.

Hence, CSS is a lot tougher than PMS.

What is the job description of a PMS officer?

Newly appointed PMS officers undergo mandatory training at Management & Professional Development Department (MPDD) in Lahore for at least six months. After the MPDD training is completed, these PMS Officers are assigned to the following jobs or postings:

  1. Assistant commissioner (under training) for about three months at least
  2. Newly appointed PMS officers must work for their service in the Civil Secretariat for the first two years.

Whereas field postings for a newly appointed PMS officer come under the following:

    • Sub-registrar
    • General Revenue Assistant
    • Assistant Commissioner
    • District Monitoring Officer
    • Deputy Director Anti-Commissioner
